日本金融集團 SBI 控股（SBI Holdings）、區塊鏈公司 Startale Group 今（27）日共同宣布，雙方聯手開發的日圓穩定幣正式定名為「JPYSC」，主打由信託銀行支持，鎖定機構、跨境應用場景，預計今年第 2 季正式推出，目前仍待監管機關核准。
根據 Startale 發布的聲明，JPYSC 為日本首款採用信託架構設計的日圓穩定幣，發行與資產保管將由 SBI 新生信託銀行（SBI Shinsei Trust Bank）負責，並完全遵循日本數位資產監管規範；SBI 集團旗下加密貨幣交易所 SBI VC Trade 將擔任主要流通平台，而 Startale 則主導技術開發與區塊鏈基礎設施整合。
聲明指出，合作方認為，在當前穩定幣市場幾乎由美元計價產品主導的情況下，推出受監管、由信託銀行支持的日圓穩定幣，有助於提升日圓在數位金融體系中的角色與能見度，為市場提供合規替代選項。
雙方透露，「JPYSC」尚未正式上線，已吸引多家機構與企業提前接洽，反映市場對「日圓穩定幣」在支付、財務管理及跨境結算等場景的需求正在升溫。
聲明補充說，透過由信託銀行支持的模式，有助於加強治理、監督和營運保障，從而在受監管環境中推動穩定幣應用場景落地。
聲明亦提到，JPYSC 的目標是實現傳統金融基礎設施與不同區塊鏈之間的互通性。 Startale Group 執行長渡邊創太（Sota Watanabe）強調，這款日圓穩定幣不僅僅是日常支付手段，更將在「完全鏈上化的世界」扮演核心角色。
他進一步指出，未來 AI 代理（AI agents）之間的自動化支付，以及代幣化資產的收益分配，都將需要穩定、合規且可程式化的數位貨幣作為基礎設施，而這些場景很快就會成為現實。
2023 年 6 月 1 日，日本正式實施了修訂後的《資金結算法（支付服務法）》，並將穩定幣定義為一種新的「電子結算手段」，解除在日本境內流通國外穩定幣的禁令，同時規定凡從事穩定幣（法幣掛鉤電子支付手段）的流通與交易業務，都必須取得政府核發的相關執照。
