组织与资源投入，支持并协作后量子密码学专家，推动多项研究与工程实践，为相关项目提供资金与社区倡议支持。

听取专家建议并制定标准，由专家提出具体技术路线，包括新签名算法标准选择，以及哈希函数所需的合理后量子安全级别。

推动协议与基础设施升级，在核心协议层引入新的抗量子签名机制，并与钱包等关键基础设施完成兼容与集成，确保平稳过渡。
