韩国金融监督院（FSS）在发生一起震惊市场的比特币错发事件后，宣布全面加强对本地加密货币市场的监管力度。该机构表示，将对破坏市场秩序的“高风险”行为展开专项调查，并升级技术监测体系，以防止类似事件再次发生。
上周，韩国一家大型加密平台在促销活动中发生严重系统错误，部分用户被误发至少2000枚比特币，而非原本的小额奖励。事发时，按当日价格计算，涉事金额约达440亿美元。消息传出后，该平台内比特币价格一度较全球均价低约30%，部分接收者迅速尝试抛售。平台在发现异常后约35分钟内，限制了695名相关账户的交易与提现。
FSS指出，该事件暴露了虚拟资产交易体系在内部控制、风控逻辑与IT安全方面的脆弱性。若后续调查发现存在管理或技术违规，监管方不排除启动现场检查。
在新的监管框架下，FSS将重点打击多类市场乱象，包括所谓“巨鲸”通过大额交易操纵价格、利用充值或提现暂停制造流动性错觉、以及借助社交媒体传播误导信息进行协同拉抬等行为。同时，监管部门计划开发可按秒、分钟级别自动捕捉异常交易模式的工具，并引入基于人工智能的文本分析系统，用于识别潜在操纵线索。
此外，FSS还表示，将对整个金融行业的IT安全事故施以更高额的惩罚性罚款，并强化首席执行官与首席信息安全官的责任机制。这一变化被认为将对加密资产平台产生直接影响。
监管层同时确认，已成立专门小组推进《基本数字资产法》的制定，该法案将把韩国的数字资产治理扩展至更完整的合规框架。
这一系列举措也与韩国总统李在明打击“残酷金融行为”的政策方向一致，标志着韩国在数字资产监管与市场秩序维护方面进入更严格的新阶段。
