雙層網路架構如何運作？

而連向全球網路的「白名單」只對政府部門、國營媒體與部分研究單位開放。同時過去依賴 VPN 鑽漏洞的做法也可能失去效用、Starlink 訊號干擾率也被拉高到 80%。
國內即時通訊應用只有在獲得必要的高級安全許可後，才能在企業環境中進行有限的運作。在這種模式下，通訊將被限制在團隊內部（企業即時通訊應用）進行，而組織網路以外的點對點（P2P）通訊將被封鎖。
這項措施實際上相當於對專業通訊進行全面隔離，並確保私部門的資料傳輸管道完全可監控。
