美國總統川普（Donald Trump）周二在社群平台 Truth Social 上發文開砲，指責傳統銀行業試圖「威脅並破壞」美國首部為穩定幣發行商制定規範的《GENIUS 法案》，同時呼籲國會盡速通過更全面的加密貨幣市場結構法案《CLARITY 法案》。
川普這番強硬表態，正值華爾街銀行與加密貨幣產業的角力白熱化之際，雙方為了推動加密貨幣市場結構法案爭論不休，其中最大的分歧點，莫過於對「穩定幣收益」（指用戶存放穩定幣所獲得的利息或獎勵）的監管態度。川普在貼文中警告銀行業，切勿將《CLARITY 法案》當作「人質」來挾持，並強調這項立法是將加密貨幣產業根留美國的必要利器：
美國必須盡快完成市場結構立法！美國民眾理應讓自己的錢滾出更多錢。
現在銀行業獲利屢創新高，我們絕不容許他們阻撓我們宏大的加密貨幣議程。如果不能盡速搞定《CLARITY 法案》，這些產業優勢最終只會拱手讓給中國或其他國家。
目前正在國會審議的《數位資產市場明晰法案（CLARITY 法案）》，旨在釐清美國證管會（SEC）、商品期貨交易委員會（CFTC）在加密貨幣產業監管中的職權分配。該法案去年已在眾議院獲跨黨派支持通過，但隨後移交參議院時卻遭遇阻礙—— 參議院銀行委員會今年 1 月無限期延後法案審議，導致立法進度陷入停滯。
《CLARITY 法案》立法進程仍存在不少爭議癥結，而目前最大的分歧依舊是銀行業與幣圈之間對於 「第三方機構能否向客戶提供穩定幣存款利息」的激烈爭奪戰。
細究這場爭端緣起，去年闖關成功的《GENIUS 法案》最初為了爭取銀行業支持，早已明文封殺「生息型穩定幣」，嚴禁發行方向用戶發放利息，卻未禁止 DeFi 協議、交易所等「第三方平台」提供收益獎勵，讓銀行業極為不滿，也因此正試圖在《CLARITY 法案》立法過程中重新翻盤，要求將所有可能產生收益的路徑一併封堵。
據知情人士透露，銀行代表已提交針對穩定幣收益處理方式的修訂文本，但在川普周二發文前，白宮與加密貨幣產業始終保持沉默。
對此，川普再度重砲抨擊：「銀行業不該在背後對《GENIUS 法案》扯後腿，更不該把《CLARITY 法案》當成談判籌碼來挾持。他們必須和加密貨幣產業好好協商，這才是真正符合美國人民最大利益的做法。」
早前，川普曾下達最後通牒，要求各方務必在 2 月底前達成協議，過去一個月來，白宮更頻頻當起 「和事佬」，居中協調銀行業、加密貨幣產業召開多次閉門會議，無奈雙方依然僵持不下。儘管參議院目前仍有時間推進法案，隨著國會夏季休會期逼近，加上 2026 年期中選舉戰鼓即將敲響，立法窗口正不斷收窄。
就在周一，摩根大通（JPMorgan Chase）執行長戴蒙（Jamie Dimon）才公開表態，強調穩定幣收益產品應比照銀行業受到嚴格監管，並呼籲建立「公平競爭的遊戲規則」。
眾議員 French Hill 提出解方，建議參議院乾脆直接採納眾議院版本，以節省冗長的辯論程序，儘速讓法案過關。
