Odaily星球日报讯 投资银行 TD Cowen 表示，在围绕稳定币收益（yield）的政策争议中，银行业最终可能在政治层面处于劣势，但持续的行业博弈可能拖慢甚至威胁美国加密市场结构法案的推进。
TD Cowen 华盛顿研究部门董事总经理 Jaret Seiberg 在报告中指出，银行业反对稳定币向用户提供收益，本质上是在反对消费者获得额外回报，因此在政治层面难以长期维持优势。不过，如果这一争议持续发酵，可能会影响 CLARITY Act（数字资产市场清晰法案） 的通过进程。
该分析发布之际，美国货币监理署（OCC）正就落实 GENIUS Act（稳定币法案）提出具体规则建议。根据提案，稳定币发行方被明确禁止向持币者直接支付利息或收益。同时，若发行方与关联实体协调，由第三方平台向用户支付稳定币收益，也可能被推定为违法行为。
OCC 表示，将针对不同情况进行个案评估，并就相关规则开启 60 天公众意见征集期。
