Payoneer 的申請核心是取得 OCC 國家信託銀行牌照，以獲得三項關鍵監管授權：自行管理 PAYO-USD 穩定幣的儲備資產、提供數位資產託管服務，以及允許客戶在 PAYO-USD 與當地法定貨幣之間自由兌換。
PAYO-USD 將直接嵌入 Payoneer 錢包，作為跨境交易的持有貨幣，客戶可使用穩定幣付款與收款，無需通過傳統銀行轉帳渠道。
