歐盟擬敲定對俄羅斯的第 20 波制裁方案，這次除了鎖定銀行體系，也把目標擴大到加密貨幣領域。歐盟官員認為，過去的制裁措施仍留下漏洞，讓俄羅斯能透過加密資產繞過部分限制，因此打算「全面封堵」與俄羅斯相關的加密交易管道。
歐盟啟動制裁草案，擬全面禁止與俄羅斯加密交易
根據《金融時報》，歐盟正在敲定第 20 波對俄羅斯制裁方案，內容包含「禁止與俄羅斯進行所有加密貨幣交易」，目標是徹底封堵俄羅斯透過加密貨幣繞過制裁的管道。
與過去只針對「從已被制裁平台拆分出來的新公司」或特定俄羅斯關聯實體不同，這次歐盟的做法更為全面，試圖一次性封鎖整個與俄羅斯有關的加密服務管道。
歐盟執委會內部文件指出，若只是持續將個別加密資產服務商列入制裁名單，相關業者仍可能透過成立新公司來規避制裁，因此需要採取更廣泛的封堵措施。
2/24 預計通過制裁方案，同步擴大銀行制裁範圍
歐盟執委會主席范德賴恩 (Ursula von der Leyen) 上週表示，第 20 波制裁預計將於 2/24 正式通過，屆時除了加密貨幣領域，還會制裁更多俄羅斯地區性銀行。
根據路透社報導，歐盟也計畫將部分第三國銀行納入制裁名單，包括吉爾吉斯的 Keremet 銀行與中亞資本銀行 (OJSC Capital Bank of Central Asia)，以及寮國與塔吉克的部分銀行。若制裁通過，這些銀行將被禁止與歐盟個人與企業進行交易。
歐盟執委會明確表示，為確保制裁能達到預期效果，歐盟將禁止與「設立於俄羅斯的加密資產服務商」往來，也不得使用任何可進行加密資產轉移與交換的平台。
俄羅斯同步推動數位資產立法，因應歐盟管制仍待觀察
就在歐盟擴大制裁的同時，俄羅斯國內也持續推動數位資產相關立法。俄羅斯國會於週二拍板通過相關法案，正式確立數位貨幣的凍結與沒收程序，為政府在國內處理加密資產提供法律依據。至於俄羅斯未來如何應對歐盟的管制措施，仍待後續觀察。
