深潮 TechFlow 消息， 12 月 4 日，据 Cointelegraph 报道，非营利组织比特币政策研究所（BPI）呼吁总统特朗普赦免 Samourai 钱包开发者 Keonne Rodriguez 和 William Lonergan Hill ，相关请愿书签名已超过 3200 人。两名开发者因"无证货币传输业务"共谋罪名分别被判处 5 年和 4 年监禁，将于 2026 年 1 月初入狱服刑。
BPI 在 12 月 2 日发布的详细文件中认为，此次起诉是对联邦货币传输法的错误适用，非托管工具不应纳入 BSA 货币传输框架。该机构警告称，维持定罪将抑制美国隐私保护比特币工具的创新发展。
包括比特币倡导者 Max Keiser 、媒体企业家 Marty Bent 和播客主持人 Walker America 在内的比特币社区知名人士均表达了对赦免的支持。俄勒冈州自由党也表示支持，强调"代码即言论"。
