1月26日消息，日本正加速推进加密金融监管改革。据《日经新闻》披露，日本金融厅计划在2028年前修改《投资信托法》实施细则，将加密货币纳入可被ETF持有的“特定资产”范围。一旦获得东京证券交易所批准，投资者将可通过普通证券账户买卖加密货币ETF，其结构将与黄金和房地产ETF相似。
在监管框架尚未正式落地前，野村资产管理公司与 SBI 环球资产管理公司已着手开发相关产品。行业测算认为，日本未来的加密货币ETF市场规模可能达到约1万亿日元，约合67亿美元。虽然这一体量仍小于美国超过1200亿美元的比特币ETF市场，但对日本资本市场而言已是重要增量。
税收政策的调整被视为真正的“引爆点”。日本金融厅计划在2026年向国会提交立法，将加密资产重新归类至《金融工具及交易法》体系之下，从而把个人加密货币收益的最高税率从55%统一降至20%，与股票和基金一致。长期以来，高税负一直抑制着日本散户和高净值投资者的交易意愿，这一变化有望释放大量潜在资金。
在投资者保护方面，金融厅要求ETF托管银行实施更严格的安全机制，以回应2024年 DMM 比特币被盗事件引发的担忧。资产管理公司也需在产品上市前强化风险披露与运营控制。
放眼亚洲，日本的加入将使区域竞争更为激烈。中国香港已向散户开放多款比特币、以太坊及 Solana ETF，韩国执政党正推动《数字资产基本法》，台湾地区允许本地基金配置海外加密ETF，新加坡则仍持审慎态度。随着日本明确时间表，亚洲加密资产投资版图正在被重新塑造。
