Lực lượng Đặc nhiệm Hành động Tài chính (FATF) cảnh báo các giao dịch stablecoin theo hình thức ngang hàng (P2P) qua ví tự lưu ký là “điểm mù” lớn trong hệ sinh thái tiền điện tử, do có thể diễn ra mà không cần trung gian được quản lý. Trong báo cáo mới, FATF cho rằng các giao dịch giữa các ví không lưu ký (unhosted wallets) có thể vượt ngoài phạm vi giám sát chống rửa tiền (AML), bởi không có sự tham gia của sàn giao dịch hay đơn vị lưu ký chịu nghĩa vụ tuân thủ.
Cơ quan này kêu gọi các quốc gia đánh giá rủi ro từ mô hình stablecoin và áp dụng biện pháp giảm thiểu “tương xứng”, bao gồm tăng cường giám sát khi ví tự lưu ký tương tác với nền tảng được cấp phép, cũng như làm rõ nghĩa vụ AML và chống tài trợ khủng bố đối với tổ chức phát hành và phân phối stablecoin.
Theo dữ liệu từ Chainalysis, các địa chỉ bất hợp pháp đã nhận ít nhất 154 tỷ USD tiền điện tử trong năm 2025, trong đó stablecoin chiếm 84% giá trị giao dịch phi pháp. Tuy vậy, tổng giao dịch bất hợp pháp vẫn chiếm dưới 1% toàn bộ khối lượng on-chain.
