3月13日消息，据彭博社援引知情人士透露，银行业巨头汇丰银行与渣打银行有望成为首批获得香港稳定币发行牌照的机构。若获批，两家银行将能够在香港金融管理局（金管局）建立的监管框架下发行稳定币，这也意味着香港稳定币监管体系即将进入实际运营阶段。
香港此前通过《稳定币条例》，正式建立法币稳定币发行许可制度。该法律于2025年生效，规定任何发行与法定货币挂钩的稳定币机构都必须获得监管部门批准，并接受严格的储备管理、信息披露和风险控制要求。此举被视为香港推动数字资产合规化的重要政策之一，同时也是建设全球数字资产中心战略的重要组成部分。
知情人士表示，香港监管机构在过去一段时间内已经审查了数十份稳定币牌照申请，但首轮预计只会发放数量有限的许可。据此前披露的数据，最初曾有多达36家公司表达了申请稳定币发行资格的意向。
在具体规划方面，渣打银行已经公开表示计划通过合资企业发行与港元挂钩的稳定币，主要用于跨境支付和数字金融结算场景。相比之下，汇丰银行若获得牌照则更具市场关注度，因为该行此前并未参与香港金融管理局设立的稳定币沙盒测试计划，该沙盒主要用于评估潜在发行机构的技术能力和合规水平。
