The Texas Bitcoin Reserve Law will take effect on Sunday and will become law.

Gate News bot message, the U.S. Senate Bill No. 21, the “Texas Strategic Bitcoin Reserve and Investment Act,” was submitted to Governor Greg Abbott on June 1 after overwhelmingly passing both chambers.

According to Article IV, Section 14 of the Texas Constitution, the Governor has 20 days after the final adjournment to sign or veto a bill; if neither is done, the bill automatically becomes law. Since the 89th Legislature adjourned indefinitely on June 2, the deadline is Sunday, June 22. Legislative reference staff have marked this date as the final deadline for the Governor to take action before the “no-signature” bills go into effect.

The policy observation account @Bitcoin_Laws announced a countdown message early Tuesday morning, reminding fans: “The deadline for Governor Abbott to sign (or veto) the Bitcoin Reserve Bill SB 21 is this Sunday, June 22. If he does not sign or veto, the bill will automatically become law under the Texas Constitution.”

Dennis Porter, the CEO of the Satoshi Act Fund and chief strategist for similar legislation nationwide, elaborated on this from a broader perspective: “Earlier this year, New Hampshire and Arizona became the first and second states in the U.S. to pass the ‘Strategic Bitcoin Reserve’ legislation. Texas is poised to become the third… Don’t underestimate these states.”

This eight-page decree establishes a “Texas Strategic Bitcoin Reserve” as a “special fund outside the state treasury,” managed by the Comptroller of Public Accounts. The SB 21 bill allows the state treasurer to invest in Bitcoin and other high-market-cap cryptocurrencies, particularly those with an average market capitalization of at least $500 billion over the past 12 months.
