3月11日消息，美国参议院围绕加密市场结构立法的谈判仍在推进，但稳定币收益问题继续成为核心争议点。参议院银行委员会民主党成员Angela Alsobrooks近日表示，在新一轮加密监管提案中，加密行业与银行业都需要接受一定妥协，才能推动法案继续前进。
Angela Alsobrooks在美国银行家协会活动上指出，她正与共和党参议员Tom Tillis合作寻找折中方案，但双方利益团体不能让“完美方案”阻碍立法进展。她表示，未来的监管框架既不能让加密资产完全处于无监管状态，也必须避免稳定币对传统银行存款体系造成冲击。
当前争议主要集中在稳定币是否可以提供利息或奖励。银行业团体认为，如果稳定币提供类似储蓄账户的收益，可能会导致资金从银行体系流出，从而影响金融稳定。因此，包括美国银行家协会在内的机构正在推动参议院在加密市场结构法案中加入限制第三方稳定币收益支付的条款。
银行业同时指出，这一限制也有助于弥补《GENIUS法案》中被认为存在漏洞的部分内容。该法案已经规定稳定币发行方不得直接向用户支付收益，但一些市场参与者可能通过其他结构提供类似激励机制。
另一方面，加密行业代表则反对全面禁止稳定币奖励机制。业内人士认为，收益或奖励是数字资产生态中常见的用户激励方式，如果完全取消，可能削弱稳定币在支付和数字金融中的竞争力。
Angela Alsobrooks强调，稳定币监管需要避免出现类似银行但缺乏银行监管保障的产品结构。她指出，如果某种金融工具在功能上类似存款产品，就必须考虑相应的监管要求。
与此同时，美国银行家协会公布的一项调查结果显示，42%的受访者认为，如果稳定币收益可能影响银行体系资金稳定，国会应考虑限制相关产品。调查还显示，84%的受访者认为，提供类似储蓄服务的金融产品应遵守与银行相同的消费者保护规则。
随着稳定币监管、数字资产市场结构以及传统金融体系利益之间的博弈持续，美国加密监管立法的最终方向仍有待观察。参议院是否能够在各方利益之间达成平衡，将直接影响未来美国稳定币监管框架和加密市场发展路径。
