The methodology excluded counties with fewer than 40,000 residents or those scoring below 35 in quality-of-life or housing-affordability metrics. This filtering process ensured that the final rankings reflected locations capable of truly supporting robust retirement communities.
Seven Key Criteria That Shape Retirement Location Quality
The research identified seven essential factors that influence whether a location suits retirement living. Each factor was assigned a specific weight based on what retirees actually valued:

The Top-Ranked Counties for Retirement Living
The analysis produced some expected results alongside surprising discoveries. Three of the top five retirement destinations are located in Florida, where warm weather and favorable tax treatment traditionally appeal to retirees. However, the fourth and fifth positions went to less obvious locations that have become increasingly attractive as housing costs skyrocketed nationwide.
Broward County, Florida claimed the top position with a final score of 647, excelling particularly in quality of life (83) and healthcare (34). The county offers coastal living, cultural amenities, and medical facilities that cater to older populations. However, prospective retirees should note rising housing costs and challenges obtaining homeowners insurance due to hurricane exposure.
St. Johns County, Florida secured second place with a score of 597, demonstrating strong performance across multiple categories including climate (84) and quality of life (70). This location attracts those seeking a blend of subtropical living with established retirement infrastructure.
Gadsden County, Florida rounded out the Florida contingent in third position (score: 594), offering slightly lower housing costs while maintaining decent healthcare access (63) and climate appeal (80).
Cuyahoga County, Ohio appeared in the fourth slot (score: 585) as an unexpected contender. This county, which includes Cleveland, stands out for exceptional housing affordability (79) and living costs (78). The tradeoff involves enduring challenging winters and navigating Ohio’s temperature extremes.
Pulaski County, Arkansas completed the top five (score: 585) with the most affordable cost of living (80) and housing (55) among all ranked locations. This county encompasses Little Rock and appeals strongly to retirees prioritizing budget considerations. However, residents should acknowledge that some urban areas experience above-average crime rates, and median incomes remain lower, potentially affecting funding for public services.
Why Sunshine and Affordability Matter Most
The data reveals a clear tension in retirement planning: regions with ideal climates typically command premium prices. Florida’s warm, snow-free weather naturally attracts older Americans, and the state’s lack of income tax provides substantial financial advantages. Yet housing scarcity and insurance complications increasingly challenge the Florida retirement narrative.
Conversely, Ohio and Arkansas present compelling alternatives for retirees whose primary concern involves stretching retirement savings. These regions offer dramatically lower housing and living costs, making them increasingly attractive as inflation has raised expenses nationwide. The tradeoff involves accepting less ideal weather patterns and, in Arkansas’s case, varying neighborhood safety levels.

The most important takeaway from this research is simple: there is no universally perfect retirement destination. Every region presents distinct advantages and disadvantages. San Diego, for example, boasts outstanding weather but ranks among America’s most expensive cities. Meanwhile, regions offering exceptional affordability may feature harsh winters or limited entertainment options.
