Shenzhen: Strengthening Industrial Land Supply Guarantee

People’s Financial News, March 24 — On March 23, the Shenzhen Development and Reform Commission released the “Work Plan for Optimizing the Market-Oriented Business Environment in Shenzhen by 2026.” The plan proposes to strengthen the supply guarantee for industrial land. It revises and issues management measures for headquarters and industrial land supply, optimizes project selection procedures, industrial supervision, and land revitalization mechanisms. It explores setting differentiated land selection thresholds based on location and other conditions, guiding high-quality enterprises and projects that align with district development positioning to settle in. It supports industrial space platform companies in investing, constructing, and operating general industrial buildings with “price caps and target limits.” It encourages listed companies, specialized and innovative “Little Giant” enterprises, and innovative companies to form consortia for land acquisition, establishing a reserve pool for enterprises to succeed after project exit, and improving internal transfer and exit mechanisms for joint land acquisition projects.
