Notably, state-owned enterprise Vietlott performed exceptionally well, surpassing the Ministry of Finance’s annual target of 8,750 billion VND by 11%, becoming a key driver of Vietnam’s national fiscal growth. As a wholly state-owned enterprise under the Ministry of Finance, Vietlott’s performance last year demonstrated the vitality of Vietnam’s lottery market. What does exceeding the target mean? The Ministry’s target of 8,750 billion VND was based on market expectations, but Vietlott surpassed this, reaching 9,686 billion VND in revenue. Behind the revenue growth is a comprehensive upgrade in Vietnam’s lottery products and channels. To attract diverse players, Vietlott launched new instant-win lottery products mid-year, expanding its total offerings from 6 to 7, creating a product matrix that caters to different gameplay preferences. This diversification significantly enhances user engagement.

In terms of channels, Vietnam’s lottery adopted an integrated approach of “offline + online + e-wallets.” Offline sales points increased from last year to 6,230 outlets, with agent commissions raised from 8% to over 11%, incentivizing more retailers to participate. The telephone sales channel also performed strongly, with accounts jumping from 2.5 million at the start of the year to 3.7 million, adding 1.2 million new users. Additionally, Vietlott has integrated with dozens of e-wallets and banking apps, making lottery participation more accessible. From the players’ perspective, last year Vietnam’s lottery recorded 32 million winning events, with total prize payouts exceeding 534 billion VND—about 1.5 billion VND in prizes paid out daily. These winnings reflect both the returns for players and the market’s vitality.

Among popular products, Power 6/55 stood out, generating 61 jackpot-winning number sets last year, with total jackpots exceeding 1 trillion VND. Notably, in July 2025, a freelancer from Ho Chi Minh City won a jackpot of 344 billion VND, setting a record for the highest single prize since electronic lottery operations began in 2016. This highlights the lottery’s attractiveness and market enthusiasm.

Nearly 2.5 Trillion VND in Fiscal Contributions, Lottery Becomes Local Revenue Powerhouse

Vietnam’s lottery provides more than entertainment. According to national policies, local governments receive a share of all Vietlott electronic lottery revenue—about 30% of ticket sales, including taxes and post-tax profits. Last year’s revenue surge increased the contribution to local budgets by 20% over the previous year, approaching 2,500 billion VND. This means lottery funds indirectly support public services like education, healthcare, and infrastructure, demonstrating the social responsibility of state-owned enterprises.

Online Sales Coming Soon, New Growth Opportunities for Vietnam’s Lottery

Looking ahead to this year, Vietnam’s lottery has outlined new development strategies, including expanding sales channels and enhancing existing products. Public plans indicate the company is applying to the Ministry of Finance to authorize online sales channels. Once approved, online sales will open new growth avenues.
