Recently, Philippine Congressman Miguel Luis Villafuerte proposed House Bill No. 421, suggesting that the Philippine Central Bank purchase 2,000 Bitcoins annually over the next five years, accumulating a total of 10,000 coins, and store them in a Cold Wallet locked for at least 20 years without arbitrary use.

In the proposal explanation, Miguel Luis Villafuerte stated: "The importance of Bitcoin in ensuring financial and economic strength is increasingly recognized, which compels the nation to take significant legislative measures."

According to the proposal, during this 20-year holding period, the Philippine government cannot arbitrarily use, sell, or convert Bitcoins unless to settle national debts. Even after unlocking, the Central Bank president can sell a maximum of 10% of the holdings in any two-year period.

If the bill passes, the Philippines will join the ranks of the "Bitcoin national team." Currently, this list includes El Salvador, which recognizes Bitcoin as legal tender, and Bhutan, which has accumulated significant Bitcoins through Mining; while the United States and China are the largest sovereign holders, primarily from Bitcoins confiscated by law enforcement and judicial agencies.
