What should an organization that started as a bandit gang do when it runs out of money?

The first idea that comes to mind: highway robbery, regardless of whether you're in a car, RV, truck, tricycle, motorcycle, bicycle, or even walking.
They also open up more routes for robbery, such as highways, national roads, city streets, and village roads.
The second method: robbing merchants. They know merchants have money, whether they are nearby, far away, across provinces, or even abroad.
They also know that you merchants are not all clean ( even though it’s caused by bandits ).
The third method: raising the protection fee for ordinary people, for rice, flour, grains, oil, water, electricity, gas, meat, eggs, and milk, and telling the people that now the world is in chaos, collecting fees is also to protect you.
