Li Qiang signs the State Council order to publish the "Regulations of the State Council on the Security of Industrial and Supply Chains"

Xinhua News Agency, Beijing, April 7 — The State Council Premier Li Qiang recently signed a State Council order to publish the “Regulations of the State Council on the Security of Industrial and Supply Chains” (hereinafter referred to as the “Regulations”), which will come into effect from the date of publication.

The “Regulations” aim to prevent security risks in industrial and supply chains, enhance the resilience and security level of industrial and supply chains, maintain economic and social stability, and safeguard national security. The “Regulations” consist of 18 articles, mainly covering the following content.

First, it clarifies the principles of security work for industrial and supply chains. The regulations implement the overall national security concept, coordinate development and security, domestic and international considerations, promote high-level opening-up, and facilitate the stable and smooth operation of global industrial and supply chains. It specifies that the state guides the rational and orderly layout of industrial and supply chains, strengthens international cooperation in this field, supports key technological breakthroughs in critical areas, and promotes high-quality development of industrial and supply chains.

Second, it establishes and improves the security systems and measures for industrial and supply chains. It sets up a sound security work mechanism for industrial and supply chains. The regulations specify the responsibilities of relevant departments of the State Council and the people’s governments of provinces, autonomous regions, and municipalities directly under the central government. It emphasizes strengthening security guarantees in key areas of industrial and supply chains, establishing and improving information sharing, risk monitoring and early warning, risk prevention, and emergency management systems, and maintaining the stable and continuous operation of the production and circulation of raw materials, technologies, equipment, and products in critical fields.

Third, it stipulates countermeasures and extraterritorial application. For foreign countries, regions, international organizations, foreign organizations, and individuals that damage China’s industrial and supply chain security, a security investigation system for industrial and supply chains will be established. Relevant departments of the State Council may conduct security investigations based on this and take countermeasures. Organizations and individuals within China shall comply with relevant countermeasures. Any organization or individual that unlawfully conducts activities related to information collection concerning industrial and supply chains will be subject to appropriate handling measures by relevant departments.
