In order to implement the important decisions and deployments of the Party Central Committee on improving the modern enterprise system with Chinese characteristics, the Fuzhou Federation of Industry and Commerce has launched a pilot project to establish and improve the modern enterprise system with Chinese characteristics for private enterprises in Fuzhou. To provide typical examples for the broad private sector to promote enterprise governance modernization, we now forward the selected typical cases of the modern enterprise system with Chinese characteristics released by the Fujian Provincial Federation of Industry and Commerce—Fuzhou Federation of Industry and Commerce Economic Consultant Enterprise, Fuyao Glass Industry Group Co., Ltd.—as experiential models for enterprise governance improvement, for the learning and reference of all private enterprises.

The Party branch of Fuyao Group was established in 1991 and was upgraded to the Group’s Party Committee in 2008. It currently has over 1,000 party members and has been recognized as an “Advanced Grassroots Party Organization in Fujian Province.” The Party Committee always insists on integrating the Party’s leadership into all aspects of corporate governance. Through special study sessions and senior management seminars, it thoroughly studies the Party and national policies, industrial policies, and transforms national strategies such as “high-quality development” and “dual carbon goals” into corporate development plans and action guidelines. It promotes a “dual entry and cross-appointment” system between Party organizations and management organizations. Most members of the Party Committee and Party branches(, as well as the Party Secretary and General Secretary), are held by senior executives and departmental leaders, influencing and motivating employees to strive for excellence through the exemplary role of Party organizations and Party members. Fuyao actively responds to the national “Going Global” strategy, constructing a “Deep Local + Global Outreach” industrial pattern. It has established modern production bases and business offices in 13 countries including the United States, Russia, and Germany, and in 18 provinces and cities across China. The company promotes localization of talent and management locally, fostering understanding, trust, respect, and responsibility, strengthening cross-cultural integration, and successfully transitioning from “product export” to “comprehensive overseas deployment of capital, technology, brand, and management.” Meanwhile, the company has established a sound risk prevention and control system for multinational operations, implemented local procurement strategies, and ensured stable and secure supply chains, flexibly responding to international trade barriers.

Insisting on Innovation-Driven Development

Building a Full-Chain Innovation System

First, it implements high-intensity, long-term R&D investments, with cumulative R&D spending exceeding 1.39B yuan. In the first three quarters of 2025, R&D expenses reached 10k yuan, a year-on-year increase of 14.69%, accounting for about 4.18% of revenue, surpassing the average of the top 500 private enterprises. Second, it creates an open and collaborative R&D platform, establishing 10 design centers and 2 R&D centers in China, the U.S., Germany, and Japan, forming a global R&D team, and building nine national-level scientific research platforms such as the National Certified Enterprise Technology Center and Academician Workstation. It also deepens cooperation with top universities, research institutions, and vehicle manufacturers at home and abroad to ensure that technological innovation keeps pace with market needs. Third, it tackles industry “bottleneck” problems, successfully breaking through 14 key core technologies, leading or participating in the formulation of 65 international, national, and industry standards, and achieving technological leadership in areas such as in-cabin laser vision fusion solutions, privacy-adjustable glass products, GNSS glass antennas for sunroofs, and luminous aluminum alloy B-pillars, redefining automotive space.

Focusing on Talent Cultivation

Creating an Industry-Education Integration Ecosystem

Fuyao has nearly 5,700 R&D personnel, accounting for 15% of the total workforce, and has established a “Senior, Middle, and Young” talent ladder for technological innovation. Internally, it has set up the Fuyao Management College and an internal training system, using methods such as “Skills Competitions” and “Mentorship Programs” to help frontline employees shift from “physical labor” to “technical expertise.” Annually, it hosts the “Craftsmanship Cup” employee skills competition and innovation contests, fostering a culture of “competition, learning, striving, helping, and surpassing.” Externally, it collaborates deeply with over 20 universities and vocational colleges, offering “Fuyao Industry Classes” and “Order Classes.” At a vocational school in Anhui, practical courses account for up to 60%, with third-year students entering the Hefei base for training, enabling “graduation and immediate employment.” It has signed internship agreements with more than a dozen universities, opening positions in materials, R&D, machinery, and intelligent manufacturing to cultivate new talents such as robot trainers. Over the past three years, the group has created over 10k new jobs through intelligent upgrades.

Deepening Humanistic Care

Unifying Corporate Development Forces

Fuyao always adheres to the corporate philosophy of “Respect Heaven, Love People, and Pursue Excellence,” placing people at the core of enterprise development. It has built “Fuyao Wisdom Park” employee living areas, cafeterias, and cultural activity centers, and offers summer care classes and high-quality educational resources to address employees’ concerns. The group’s trade union regularly conducts assistance activities for employees in difficulty, autumn scholarship programs, and holiday慰问, and has established a special charity fund to provide timely aid to employees’ families facing major illnesses or emergencies, allowing employees to feel the warmth and responsibility of the enterprise. Committed to green development, it has pledged to achieve carbon neutrality by 2040, with 16 “Green Factories” already built and certified; utilizing photovoltaic power and waste heat for energy, with a projected power generation exceeding 200 million kWh by 2025. It develops and promotes green glass products such as coated insulation, lightweight, and solar energy glass to help vehicle energy efficiency. Actively maintaining and expanding employment, the new bases created annually generate thousands of jobs, including over 2,000 local jobs at the Dayton plant in the U.S. It also actively participates in public welfare and charity, through the He Ren Foundation, supporting poverty alleviation, disaster relief, education, and environmental protection. Founder Cao Dewang and Fuyao Group have donated nearly 20 billion yuan, sharing the enterprise’s achievements with society.

Looking ahead, Fuyao will continue to deepen governance reforms, uphold its core glass business, promote craftsmanship spirit, and continuously enhance the “Made in China” brand on the global stage, contributing even more to the modernization of China and the development of Fujian Province.
