Caixin Weekly | Local Planning for the "14th Five-Year Plan" Start
Text | Caixin Weekly Fan Qianchan
At the beginning of 2026, the economic development reports for 2025 from all provinces were released. The “14th Five-Year Plan” was successfully concluded, and 2026 marks the start of the “15th Five-Year Plan.”
According to Caixin statistics, in 2025, among the 31 provinces nationwide, 20 provinces experienced growth rates exceeding or equal to the national average of 5%. Tibet continued to rank first. Seventeen provinces, including Jiangsu, Shandong, Zhejiang, Sichuan, Henan, Hubei, and Shanghai, had growth rates between 5.1% and 5.8%, demonstrating the leading role of major economic provinces. Fujian and Jilin’s growth rates matched the national average. The remaining 11 provinces had growth rates below the national average, with Guangdong (3.9%) and Liaoning (3.7%) growing at less than 4%. Compared to 2024, 15 provinces experienced higher growth rates than the previous year. When compared to the initial target growth rates set at the beginning of the year, 15 provinces achieved or exceeded their goals, showing that the national economy withstood multiple pressures and maintained a generally stable and steadily progressing development trend.
