The Cyberspace Administration of China issued the “Measures for Recognizing Online Platform Service Providers with a Large Number of Minor Users and Significant Impact on the Minor Population.” An online platform service provider should be recognized as having a large number of minor users if any of the following conditions are met: (1) The platform’s products or services are specifically targeted at minors, with registered users exceeding 10 million or monthly active users exceeding 2 million; (2) The platform’s products or services are not limited to minors, but the number of minor registered users exceeds 10 million or the number of monthly active minor users exceeds 2 million.
