According to Crypto界网, the HF 3642 bill disclosed on the Minnesota State Legislature's official website indicates that Minnesota plans to legislate against the placement or operation of virtual currency kiosks within the state. The bill has now entered the review process of the 94th legislative session (2025-2026). It proposes to repeal several existing provisions related to virtual currency businesses in Chapter 53B of the 2024 Minnesota Statutes, including regulations for kiosk operators, risk disclosure obligations, a $2,000 transaction limit, and a 72-hour refund policy for new customers. If passed, existing virtual currency ATMs and related terminals in Minnesota will be rendered illegal.
