Focusing on key regions, it will guide local efforts to investigate and rectify inefficient pollution control facilities in major industries and classify traditional industrial clusters for remediation. Tailored measures will be taken to promote clean heating in northern areas, with in-depth comprehensive upgrades of boilers and kilns, expanding the elimination of coal-fired boilers, and encouraging industrial furnaces that currently use coal, petroleum coke, residual oil, and heavy oil as fuels to switch to power plant thermal energy, industrial waste heat, or clean energy.
